North Dorset Draft Housing Strategy 2012-2015

The Council’s Housing Strategy 2012 – 2015 is now available for consultation and we are keen to incorporate the views of all of our partners and stakeholders in the final document which will be published in April 2012. We are particularly interested in your comments on the proposed strategic priorities which are set out on page 13 and are as follows:

Increasing the number of homes available to buy and rent, including affordable housing;

Protecting the vulnerable and disadvantaged by tackling homelessness and supporting people to stay in their own homes;

Making sure that homes are of high quality and sustainable.

Do you agree that these should be the Council’s priorities for housing over the next three years?

Do you agree that by taking effective action in these areas we will have a positive impact on the issues set out underneath each of these priorities?

Are there other actions the Council should be taking on housing issues in the District?

  1. We think that the NDDC strategy should focus as follows:

    NDDC will ensure that all new building will be fully sustainable and these standards will be set by a working group after consulation with experts in the field. (we have avoided the use of high quality as it is so hard to define and monitor)

    All buildings will have to have solar panels and or wood burning stove facilities as a minimum requirement.

    Flats, small terraces etc should have bio-mass or wind generated central heating services for the whole community of new dwellings

    Outside electric points will be a standard for all builds to facilitate the charging of family Electric vehicles

    Cycle ways, trees, open spaces should be a pre-requisite for all new builds within the area to maintain our green and open spaces

    Planners should ensure that as much local materials are used in all builds as possible

    Local labour and services should be used wherever possible

    We should be happy for NDDC to define the needs of particular groups for housing

  2. Cycleways: certainly, but developers and County Highways can’t currently be trusted to get them right (very few UK local authorities can). We first need to overhaul the standards and guidelines for cycling infrastructure before encouraging developers to build poor quality stuff in the wrong places. (And campaigns such as the Cycling Embassy are working on that.) Until the guidelines for on-road and next-to-road cycling facilities are fit for purpose, perhaps the best thing for cycling in the area would be to try to get Section 106 money put into completing the trailway, and into upgrading its surface to match the Bristol and Bath Railway Path and Radstock’s railway paths — so that it could work better for transport rather than just as a recreational path. Being direct and flat, the trailway could be perfect for kids getting to school from Stalbridge and Shillingstone, and for people to get to work and to the station, not far away at Templecombe.

    I would add to the strategy that where there is to be new housing it should, as much as possible, be in existing settlements, especially ones that are already reasonably well served by shops, schools, and transport. As we transition, housing that is dispersed far from such services, hidden away at the far end of lanes, is not going to be attractive, and new housing that we build in such places now might be almost worthless or even abandoned within a couple of decades when powered transport costs have rocketed. Market towns will be good places to live — Sherborne and Gillingham, on the railway, especially so.
